His academic credentials include an M.Sc. in Innovation Management in the Public Sector from the University of Ulster and Letterkenny Institute of Technology, and a BA in Public Administration from the Institute of Public Administration in Dublin. Dempsey currently serves as an instructor for the VITARA program, a joint initiative by international organizations including the IMF, CIAT, IOTA, and OECD, where he shares his knowledge on tax administration reforms and public sector management
