His career spans multiple prestigious institutions, beginning with 15 years at the Central Reserve Bank of Peru's Economic Studies Division, followed by four and a half years as Project Manager for Mexico and Central America at the World Bank. After serving as an Alternate Executive Director at the IMF, he took on the role of General Advisor to the Governor of Tonga's central bank. His most significant contribution came during his 20-year tenure as Senior Economist in the IMF's Government Finance Division, where he authored the Government Finance Statistics Compilation Guide for Developing Countries and provided extensive technical assistance to member countries
