Ross serves as Teaching Professor and Faculty Director of the Master of Policy Management Program at Georgetown University's McCourt School of Public Policy, where her excellence in teaching was recognized with the 2014 Leslie Whittington Award. After earning her BA from Binghamton University, MPA from Syracuse University's Maxwell School, and PhD in American Government from Georgetown University, she built a distinguished career including nearly 15 years in federal service. Her government experience includes serving as a Presidential Management Fellow at the U.S. Office of Personnel Management and working in the Office of Management and Budget's Executive Office of the President, where she completed the Senior Executive Service Candidate Development Program. Her current work combines academic leadership with practical training, including preparing foreign service officers at the State Department's National Foreign Affairs Training Center and developing executive leadership programs for federal agencies. Her expertise spans public management, executive branch politics, presidential electoral politics, and budgetary policy, while maintaining active engagement with both domestic and international audiences.
