Fernando Chang-Muy is the Thomas O’Boyle Lecturer in Law at the University of Pennsylvania School of Law, where he teaches courses on Refugee Law and Policy. He also lectures on Immigration and Social Work at the Graduate School of Social Policy and Practice. With extensive experience in law, refugee camp administration, and philanthropy, Dr. Chang-Muy focuses on enhancing organizational effectiveness through strategic planning and governance. His consulting work has benefited various clients, including the United Nations and local government agencies.Dr. Chang-Muy has a rich background in humanitarian work, having served as a Legal Officer with the UN High Commissioner for Refugees and the World Health Organization. He has directed initiatives aimed at strengthening immigrant-serving nonprofits and has received numerous awards for his contributions to civil rights and social justice. A graduate of Loyola University, Georgetown University, Antioch University, and Harvard Law School’s Negotiation Program, he is also a co-editor of Social Work with Immigrants and Refugees: Legal Issues, Clinical Skills, and Advocacy. Through his teaching and research, Dr. Chang-Muy aims to address critical issues surrounding immigration and refugee rights while fostering effective community engagement.
