Alexander Breitegger has served as a Legal Adviser at the International Committee of the Red Cross (ICRC) Headquarters in Geneva, focusing on the intersection of International Humanitarian Law (IHL) and International Human Rights Law (IHRL), particularly concerning the protection of healthcare delivery in armed conflict and emergencies. He supports the Red Cross and Red Crescent Movement's Health Care in Danger (HCiD) initiative and has participated in expert consultations related to this topic from 2012 to 2014. Notably, he played a key role in drafting Resolution 4 on HCiD for the 32nd International Conference of the Red Cross and Red Crescent in 2015 and contributed to the ICRC’s input for UN Security Council Resolution 2286, adopted by consensus in May 2016. Breitegger continues to provide legal advice on various multilateral initiatives addressing the protection of healthcare, including the WHO resolution on a Global Workforce of Health-Care Professionals for 2030. He holds a PhD in international law with a specialization in IHL from the University of Vienna, Austria, and a Master's Degree from the European Master on Human Rights and Democratization program.
